Soggy weather lifts South Florida out of drought

WEST PALM BEACH — The drought is dead.
"Tropical Storm Fay put the bullet in the drought," said Geoff Shaughnessy, a meteorologist with the South Florida Water Management District. "The rains we had this weekend and since Tropical Storm Fay finished it off."
The largest boost in the current June 1-to-Oct. 31 rainy season is in western Palm Beach County, the area west of Lion Country Safari and west of Jupiter Farms in north county and all of Martin and St. Lucie counties. This weekend's 1/2-inch downpour increased the 2008 rainy season output to about 38 inches, about 9 inches above normal.
Normally, South Florida gets about 63 inches of rainfall every year. Western Palm Beach County, already at 53 inches, is ahead of the normal pace to reach that total. Eastern Palm Beach County is running about average, and so is the rest of the 16-county water management district area.
The chance for rain drops to 20 percent tonight in Palm Beach County and the Treasure Coast. Afternoon showers are possible Tuesday, and the rest of the week is expected to be dry. Winds should be gusty to about 20 miles per hour and skies should be less cloudy starting Wednesday and through the week, said Evelyn Rivera, a meteorologist with the National Weather Service.
"Humidity will stay high because the wind is coming from the east, bringing in the moisture from the ocean," Rivera said.

Cheer up: Gas prices are dropping faster than the Dow Jones industrial average.
After peaking at $4.18 this summer, the average price for a gallon of regular in West Palm Beach had dropped to $3.54 on Thursday. In the past week alone, prices fell an average of 20 cents.
And they're still falling, in some cases by the hour.
Bob Palmer, an electrical contractor from Wellington, was ready to spread the good news.
"I can't wait to tell my friends," he said from the cab of his Ford F-150 at the Florida Gardens Sunoco in suburban Lake Worth. "It was costing me over $90 to fill up. This will cost me $75."

In the early 1920s, dredging and filling along the western edge of Lake Worth Lagoon adjacent to what is now the City of Lake Worth Municipal Golf Course left a series of oxygen-poor deep holes which accumulated many feet of silt and muck, contributing to poor water quality and providing minimal habitat value.

The area where the holes were has very poor water quality, with sludge in the bottom from years of discharges from the Palm Beach Canal (C-51) which drains the sugar fields to the west and urban development along the way. While engineers try to sort out ways to fix the problem, Palm Beach County, the US Army Corps of Engineers (USACOE), the City of Lake Worth, and the Federal Inland Navigation District (FIND) have figured out a way to increase wildlife habitat and clean up the water.

Legends about Luther: Nailing the 95 Theses to the Door of the Castle Church

October 31, 1517:

Luther nailed his 95 Theses to the door of the Castle Church in Wittenberg with hammer strokes which echoed throughout all of Europe. This act has been portrayed numerous times thoughout the centuries, and until the 21st century it was accepted as fact. It has become a symbol of the Reformation as nothing else has.
It was like a slap in the face when the catholic Luther researcher, Erwin Iserloh, asserted in 1961 that the nailing of the theses to the door of the Castle Church belonged to the realm of legends.
The facts are convincing, the first written account of the event comes from Philipp Melanchthon who could not have been an eye-witness to the event since he was not called to Wittenberg University as a professor until 1518.
Also, this account appeared for the first time after Luther's death and he never commented on 'nailing anything up' in 1517.
Announcements of upcoming disputes were supposedly regularly hung on the door of the Castle Church. But, openly hanging the theses without waiting for a reaction from the Bishops could have been seen as a clear provocation of his superiors. Luther would not have done that because he only wanted to clear up some misunderstandings.
It is also worth noting, that there was no open discussion of the theses in Wittenberg and that no original printing of the theses could be found.
One thing is sure: Luther wrote a letter to his superiors on October 31, 1517 in which he denounced the sale of indulgence and asked for repayment and removal of the misunderstandings. With the letter he included 95 theses which were to be the basis for a discussion on the topic.
Today, the majority of Luther researchers see it as fact, that Luther did not nail his theses to the door of the Castle Church on that day. But the picture of Luther nailing the theses to the door of the church is still today the most common in regards to Luther, the reformation and Lutherstadt Wittenberg.

Today, while driving south on Dixie, we found a Rene Varela sign in a questionable location. It was located on publicily maintained property at the folk of Dixie and Federal. We had hope the good doctor would uses better discreation with sign placement! We have seen code enforcement remove signs from this location in the past.

We also noticed 2 Suzanne Mulvehill signs on the oppisite side of wedge shipped piece of land. Her signs were at least close to the corner store porperty.

Today, I was walking in Palm Beach (near Ocean and Royal Palm) I spotted a truly rare sight off shore. It looked to be a US Navy War ship waiting to enter Port of Palm Beach. The vessel was not underway. It held its position for the hour I spent at the beach from around 1 to 2 PM today.

"Enact an Environmental Vision" - Wow Rene, don't walk too far out on that plank! That's downright dangerous to talk about having a "vision" and "enacting" it. We're speechless in anticipation! Blah, blah, blah - this guy's got the platitudes and the politicianspeak down, that's for sure.

OOOOOH! Looky kids - we've got all these achievements! Key among those is his work as a Marine Mammal Veternarian and Scientist, with his wife acting selflessly as an Emergency Crtical Care Veternarian.

WE can see it now - City Hall opens as a free veterinary clinic - paid with your tax dollars. Classes on the lastest parasites (the cabal comes to mind), Rene and his wife dressed in white (stethoscopes around the neck), tending to the sick animals on the lawn of City Hall, Commissioner Jennings carrying the water picther in the style of Florence Nightingale, Commissioner Golden working the rosary over a beached whale (DD or JMc?). What a lovely sight!

To describe the reporting style of "Mothership" as biased falls far short of the mark. This one sided self proclaimed media outlet is nothing more than a mouth piece for Lake Worth's extremist Political Action Committees (PACS) and their members. We would like to note the omission by the "Mothership" of the Story, covered by the Palm Beach Post, that Lake Worth will save 2 million on insurance! A saving of 2 Million dollars doesn't even register when you go beyond the looking glass.

That's right 2 MILLION Dollar Savings for the city.

Capt. Sparky and his crew were wrong about the costs of the Sheriff contract! They continue to complain about city mismanagement and over spend hoping that no one will notice. Go figure it's cheaper to insure the city without a police department. Net savings of adding PBSO and dropping the LWPD around 1 Million!

We guess the PBSO contract won't bankrupt the city this year!

God only knows that this bunch of self proclaimed experts won't ever admit it. What's a "know-it-all" to do? Go silent of course. Dig your head into the sand and wait. SOP for the "Mothership!" We guess the city saving money doesn't fit their extremist PAC supported agenda!

We wonder what other issues they have missed the mark on? All those decades of media experience seem to be falling short of reality!

Well, Rene Varela has a very interesting G1 Report. It seems that "Dolphin Boy" is swimming in a sea of his own money. He also received more help from out of town then he did from Lake Worth. A big red flag! His treasure, Sam Goodstein, reported that he collected $7,218.22 in in-kind and monetary contributions.

His Personal Investment into the Race:

The first $3,000 was a loan from Varela to his campaign. Then another 6 in-kind contributions totaling $744.23 and a check for $500.00. His personal investment into the campaign totals $4,244.23.

Wow!

Out of Town Money:

Rene Varela received another $1,388.35 which is roughly 20% of the total. We note that a thousand came from one address in Port. St.Lucie, Florida.

More money and services came from Rene or outside interest than from the city of Lake Worth. Again, we find this alarming since Dr. Varela has only lived in Lake Worth for little over a year. The total is a whopping $5632.58 or 78% of the total.

Other Notables:

Rene received money from the chairman of Citizens Come First PAC, Laurence McNamara, and Treasure, Lynn Anderson, (http://citizenscomefirst.blogspot.com/) totaling $285.64. (2 in-kind and 3 checks).

Commissioners' votes prove they're OK with 'pay-to-play'

The three votes against the Ethics Reform Ordinance proposed by Lake Worth City Commissioner Cara Jennings indicate the continued addictions of commissioners Retha Lowe and David Vespo and Mayor Jeff Clemens to $500 out-of-town contributions from developers and others who want to pay to play in Lake Worth.

Commissioner Lowe said she wanted to hear how the residents felt before she voted for it, yet her record indicates she votes against the expressed feelings of the residents on important issues such as giving up control of the beach.

Mayor Clemens said he would like to vote for ethics reform but worried about "politicians sitting on a dais making an ordinance to regulate contributions." Politicians are elected to make ordinances, but he apparently does not want to jeopardize his contributions.

Finally, Commissioner Vespo said this ordinance was proposed by Commissioner Jennings because she won't get business contributions and he needs to get a third lawyer's opinion before passing it. Commissioner Vespo has received countless out-of-town contributions from developers and their shell corporations and faces a reelection campaign against two challengers who are more qualified.

Commissioners Jennings and Jo-Ann Golden voted for a clean, honest government in Lake Worth; Commissioners Vespo and Lowe and Mayor Clemens showed their comfort with the pay-to-play status quo.

Mary Lindsey, candidate for the Lake Worth District 2 seat, set the bar for campaign contribution for the 2008 election!

Mary Lidsey and her treasure, Colleen Rinaldi, racked up the highest total for any campaign. They reported that between June 1, and September 12, 2008 that Mary Lindsey's Campaign had received $10,849.19.

So where did the money come from? After reviewing her report we found that Mary received at least $3000 or almost 30% of the total from Labor Unions that do business with the city. No wonder she was silent during the ethics debate Tuesday night.

Another "Poor Me" article about John G's in today's Palm Beach Post!

We point to this line from the article:

" They don't take reservations or credit cards."

Why would you take cerdit cards? Makes hiding profits far easier. The article also points out

"John G's has lines that stretch around the corner on weekends."

If people knew how big that cash cow their tax dollars have been subsidizing for the past 35 years was they would be outraged. How much has the city lost by not charging a fair market rate for that space? Rents in our downtown are far higher and are no where near a beach front view.

Any commissioner who votes to support John G's move with tax dollars should be voted out of office. (Jeff!)

The article falls short by not pointing out that John G's has giving money to the PACs that have filled suite against the Beach and stalled the redevelopment plans. Johnny G you can't have your cake and eat it too. The bottom line it's in their financial best interest to keep things the same.

Stop special interest groups from slowing progress in this city!

Lt. Dutch Boy writes an opinion piece claiming that Mayor Clemens, Com. Lowe, and Com. Vespo are hypocrites for voting down the ethics ordinance, while she is involved with PACs that have taken money from store owners at the beach to oppose the redevelopment project. These PACs have also taken money from out of town interests that want to control the Lake Worth's political process.

Where was Mary Lindsey? The normally out spoken candidate did not speak on this issue! We are sure her 1st campaign reports will reveal that she has taken thousands in Union Dollars and PAC money something that she has criticized others for in the past. When she ran for Mayor, just last year, she criticized other candidates for doing the same. Lindsey is rarely seen in public these days without a Police or Fire Union rep in tow.

Evidence of Lindsey deep pockets can been seen downtown. She as bought ad space from street sign outdoor. These sign are NOT CHEAP. It would seem that she is having difficulty getting people to display her yard signs. Ron Exline also used these sign last year when he had issue with getting his yard signs up and wanted to increase coverage. We could only find three Lindsey signs in town. (Gulfstream Hotel, Sabal Palm Inn, and McMow Art Glass)

Mary Lindsey is a tool for the old guard business interests, for now, that are as much of an anchor on this community as Cara and her extremist!

More than likely Lindsey will pull a Clemens, if elected, and abandon her supporters for her own radical agenda.

Once again, the Ethics ordnance was a political attack! It was poorly designed and did not encompass a large enough scope. A citizen "Blue Ribbon Panel", as suggested by Com. Lowe, should be established to tackle this problem.

Anti-'Pay-to-play' law proposed for Lake Worth....

In what can only be described as a brilliant political maneuver, Commissioner Cara Jennings, places a poorly planned "Pay to Play" ordinance on tonight's agenda. Jennings who seems to think very little of the competition in her own race is trying to help her hand picked candidate, Suzanne Mulvehill, attack from the dais. Jennings is also in desperate need of a win. Much of her time on the commission has been spent helping non-voters all over the world, criticizing police from the U.S. Board Patrol to PBSO, and supporting the give away of public space to illegal aliens.

We believe that campaign reform is a priority for the city of Lake Worth but disagree with Cara using the idea as a political weapon.

Any real reform can only come from a panel of residents committed to reforming government and not from a commissioner who is up for re-election this November. Lake Worth needs to establish a panel that would make compressive changes to the election process and not a plan that favors extremist, who rely on man power and not money.

Her plan would also increase the power of PACs (Political Action Committees) within the city. Now that business would be afraid to support candidates directly they will simply give money to political groups that support their positions or candidates. This would make it far harder to track contributions to candidates. This does not solve the problem at all. It would actually make the situation worse.

We ask the other commissioners to call for a citizen task force to review the election progress and deliver its findings by March and, with luck, the city could implement them in time for the 2009 election cycle.

The head of the Florida Petroleum Marketers & Convenience Store Association, Jim Smith, says "based on information he received from member stations, the amount of gasoline sold between Thursday night and Saturday morning was triple what they normally sell. Some areas of the state were more hard hit than others. Smith says the state has an adequate supply of gasoline. The problem is getting that supply from the terminals to stations that have run out of gas."

Criminals don't only commit crimes in our city, they live among us, committing crimes all over our community and the county.

The 2007 Crime Stats show that Lake Worth is running at 30 murders per 100,000 taking second place behind Riviera Beach, which had 35 murders per 100,000. West Palm Beach for example is running at 11.8 murders per 100,000. Lake Worth also was home to the 3rd highest violent crime rate. The honors for 1st and 2nd go to Belle Glade and Riviera Beach.

Who would invest in a community with these kinds of serious problems! Don't worry! Commissioner Golden going to make sure all the kids on horses wear helmets and Commissioner Jennings got the city to pass an Anti-War Proclamation. It's great to see both these commissioners have their priorities in order.

US District Judge Stephen Mickle today told the lawyers running the so-called "Hometown Democracy" campaign that he would not overturn state constitutional requirements in order to put their amendment on the November, 2008 ballot.

In June, the lawyers running Hometown Democracy filed a lawsuit in federal court in an attempt to get around petition requirements that groups must meet in order for their proposals to be placed on the ballot. In part, their lawsuit sought to overturn the February 1st petition deadline, which was approved by the voters in 2004.

"On one hand, they claim that they want to empower voters by giving them the final say... On the other hand, they mounted a legal freak show to try to overturn a voter-approved petition deadline," said Houck. "Their hypocrisy knows no bounds."

Hometown Democracy's desperate lawsuit also alleged that a number of federally protected rights had been violated. The court ruled that no constitutional due process or equal protection rights were violated.

Hometown Democracy can still have its issue placed on the November 2010 ballot if it is able to submit the required number of signatures. That number will be 8 percent of the total number of voters who cast ballots in the upcoming presidential election. Initiative campaigns - like Hometown Democracy - must reach that 8 percent threshold in at least half of Florida's 25 congressional districts.

Floridians for Smarter Growth is a statewide coalition of business and community groups united to defeat Hometown Democracy because of the devastating impact it would have on Florida's economy and quality-of-life.

It has been years since Forest Hill High School's Football team has put one in the win colunm.

A small group of wealthy extremists and sympathetic journalists have popularized three Florida Hometown Democracy myths.

They say FHD is a grass-roots movement. It is not.

They say it will lead to smarter growth. It will not.

They say it gives power to the people. It does not.

Kenric Ward's July 25 column pays homage to all three. FHD is not a "grass-roots campaign" because grass-roots campaigns inspire supporters. FHD hires them. Since 2003, Hometown Democracy has spent nearly $1 million for paid petition gathering alone -- hardly the mark of a "grass-roots" campaign.

The two unpaid volunteers highlighted in Mr. Ward's column are refreshing, but uncommon examples. If you are asked to sign a petition, the overwhelming likelihood is that you are talking to a paid professional. Some solicitors have been paid $3 per petition.

Mr. Ward notes that "surprisingly few people" have heard of FHD. However, Hometown's problem is not that voters don't care about the issue. FHD's problem is that voters aren't interested in the solution. Even the much-derided "pregnant pigs" amendment collected more than 70 percent of its signatures with unpaid volunteers. Unlike FHD, it qualified after only one attempt.

How is it possible that Hometown Democracy -- a well-funded campaign about a hot-button issue -- could not inspire a greater grass-roots following? The answer is simple: right problem, wrong solution.

Hometown Democracy has pointed out what every Floridian already knows: Our growth-management system is imperfect. But FHD supporters offer few concrete reasons why their idea will make the system better. In fact, countless business, community, growth management, environmental, planning and labor groups argue that FHD will make the system far worse.

Forcing voters to decide every technical land use plan amendment -- thousands each year -- will not improve growth management. It will eliminate it altogether.

If you think overcrowding in our schools and traffic on our roads cannot get any worse, just wait until you see Hometown Democracy in action. To get a sneak preview, look no farther than St. Pete Beach, the small Pinellas County town that adopted Hometown Democracy-style rule two years ago.Since becoming a test case, endless legal battles and nonstop political infighting have shut down the local economy. When reformers tried to work through the referenda process to promote four changes to the local comprehensive land use plan, citizens decisively said "yes" at the ballot box.

However, only two days after the "will of the people" was heard, Hometown Democracy disciples filed a lawsuit to invalidate the entire election.It seems that the message from Hometown Democracy is: "You can have any opinion you want, as long as it's ours." That is why FHD will not empower voters.

Most voters will become frustrated when they face 200 or 300 technical land use plan changes at the ballot box. Few will see 50-page ballots as an opportunity to become more involved in public planning. Most citizens will become disillusioned and many will decide not to vote. That is why I share Mr. Ward's frustration over scant media coverage.

We should shine the light on Hometown Democracy. Every journalist, every Floridian, should carefully study this proposal. But let us do more than criticize the status quo. Let us look at FHD's proposed solution.

Voters will quickly see that FHD is too radical, too overreaching and fraught with too many unintended consequences.
